I don't know the best settings.
So, what's the best settings do you recommend?
What bit dept, bitrates & sample rate?
16Bit. 128KBPS, 48000?

If I must, I transcode to LAME -V2, whatever the source be.

According to the WIKI, "Sampling frequency 8 kHz/13-bit (160 samples for 20 ms frames), filtered to 200-3400 Hz.". I think that LAME at -V2 might be a tad overkill. Try -V9 or ABR/CBR64 or 80 and see if you can ABX it.

On first impression, -V2 seems overkill. AMR files are heavily lowpassed mono files. I'm pretty sure LAME won't bloat the output file as compared to CD encodes (like if it averages ~192 kbps or higher, AMR transcoded to -V2 would be ~96 or lower, owing to the mono source).

I may be wrong, I'll try to post quick tests just the same. Will compare with -V9 as well.

EDIT: Just finished transcoding 30s samples to -V2 and -V9 (with 106kbps/44kHz and 47kbps/22kHz respectively). Didn't bother to ABX. -V9 is the better option for this job.

People have been giving you recommendations, you obviously aren't listening.  Try -V 9 with Lame or a low average bitrate setting (32 to 90kbps) and see if you can ABX the transcoded files.

You serve no benefit going up to 16 bit 48KHz encoding.  That would be pointless and could actually introduce new encoding artifacts.  Just let Lame do its thing without trying to change the bit depth or frequency.

That is what I do. Low pass could probably be set lower.
