converting from vbr to cbr

Hello all.  I having been searching high and low (google, yahoo, ask.com) for hours nopw and can find no straight forward answers on what software to use to convert mp3's from variable bit rate to constant.  anyone have any suggestions?  in case anyone is curious i need to do it to be able to use mp3's as ringtones on my cell phone.  vbr mp3's crash it everytime.  thanks in advance for any help.

mp3packer can do this without transcoding - but I'm not sure whether it will result in bitrates higher than what you want.

If your VBR files are of high enough quality you may have to re-encode.

If not, re-rip your CDs...

Mp3packer will work but the resulting constant bitrate will be 320 kBit/s for regular stereo encodes. Mono might do with maybe 224 kBit/s.
