MP3trim has a function for "volume control".

mp3trim's "volume control" uses exactly the same lossless method to change the volume as MP3Gain. The difference is that MP3Gain does a lot more work to decide what volume the mp3 should be set at.

mp3trim uses simple "peak normalization": the file volume is adjusted so that the single highest volume peak in the file is as loud as possible without clipping.

MP3Gain uses the Replay Gain algorithm to determine how loud the file actually sounds to a human ear. (It can also do peak normalization, if you go to Options > Advanced... and turn on "maximizing" features).
