HTTP Streaming and bitrate

I listen to some college radio which usually comes in the .m3u form.  The station that I listen to broadcasts in 128 and 64kbs.  However, they only have one link for "tuning in", and that link will yield a 64kbs stream.  I have searched within foobar for a setting that will allow me to change the bitrate of streams, but I have been unable to find anything.

Is there a way to solve this, or does the radio station need to provide a link to the 128kbs stream?

.m3u is a playlist format. It may contain links to multiple streams and thus multiple bitrates. Just look if any additional streams appear in your playlist after opening the .m3u file in foobar2000.
