Correcting loud CD's

I was trying to follow RVSW's tutorial on correcting loud CD's, I have nero wave editor and Audicity. The first plug in he mentions DeClipper 2.5 just crashes Nero wave, but someone did say in that thread that Nero wave editor has a good built in declipper, could anybody tell me how I use that effectively, do I reduce the volume before or after declippping? The second plugin he mentions VST, will that work in Nero wave editor or do I have to use a different one, I can't seem to get it into Nero, is there a way?

i'm not sure what you want to achieve, but as far as I know, whatever you do to fix loud CDs is impossible to do. You can only lower the volume using ReplayGain / WaveGain. Even if the audio reaches 89dB it will still clip.
