500$ to spend on new soundcard

As said above I want to spend ~500$ on a new soundcard. It should hacve several stereo outputs (at least 3) and low latency in order to quickly apply effects/changes to a sequencer!

Which one would you guys recommend, what should I care about (AGP-PCI,digital In/Out...)

What software would you suggest?

I am not an expert by all mean's in the area of audio hardware, but if you are going to be doing sequencing live I would recommend you go with the M-Audio Audiophile 24/96 (latency of at least 1.5 msec) it's a 4-In/4-Out Audio Card (we use them in one my lab's in school they are pretty solid) they also have excellent MIDI capabilties.  If you are doing electronic music production and are looking for commercial software check out Propellerhead's Reason. If you are just doing regular sound production check out Pro-Tools. I know of a few free sequencers too if you are just hobbyist, etc.  ;-D. I am sure other people with experience can help you out on this too.

Get Ableton Live and the EMU 1212M sound card.

The EMU 1810m would suit you well I think. You want the stereo outputs to be distinct I take it? (BTW AGP is an interface for video cards.)
