Silly question...about birate

I know it could be a silly question but I'd like to know if, when we talk about MP3 or other files encoded with a bitrare of 128Kb/s or 192Kb/s etc... Kilo means 1000x or 1024x ? So my question is: a bitrate of 128, is 128000 bits/s or 131072 bits/s. I know that we speak about bits and bytes we shoul keep in mind that kilo means 1024x etc... but sometimes, to make thing easier 1000x is used as standard.
Does anybody know something more about it?

Yes,
when talking about streams, the words are kilo = 1000 and kibi = 1024.

The only exception is Microsoft with its WMA, where they confused this term
