How to install FLAC in order to convert?

Hello all,
I just purchased a new desktop, quad core, looking to rip down my audio collection to flac, I have previous experience with flac.  Thought I knew what I was doing, but there has been some changes since I last downed programs (circa 2004-05).  I am on a win xp, with admin privilages, and the basic firewall up, and antivir virus protection on. 
I downed the latest from foobar and cannot for the life of me get it to encode to flac.  The first couple times it asked me where the exe program was, now it just comes up with error windows.  The second problem is that when I've tried downing and installing the latest flac exe. (1.2.1b) from flac source forge it wont completely install "There was an error registering a needed file with the operating system, Flac may not run properly"  Then when I was given the oppertunity to associate the dll with the foobar component folder it wouldn't encode.  Arghhhh, its driving me batty.  Any and all help is much appreciated, please include links, and I would be willing to use older issues of programs to get this working.  I am also planning on using EAC, which, I have used successfully in the past, but who knows now.  Thank you!

The new Exact Audio Copy V0.99 prebeta 4 includes  Flac packages so you can point foobar2000 converter to the flac.exe in the "C:\program files\Exact Audio Copy\Flac" folder...

ok, this is what is presented to me once I try and convert, it looks like it is about too, but then this dialogue box shows with this text.

"An error occured while writing to file (The encoder has terminated prematurely with code 1; please re-check parameters) : "C:\Documents and Settings\Patrick\My Documents\My Music\The Band\01 CD Track 01.flac"
Additional information:
Encoder stream format: 44100Hz / 2ch / 16bps
Command line: "C:\WINDOWS\system32\flac.exe" -s --ignore-chunk-sizes -7 - -o "01 CD Track 01.flac"
Working folder: C:\Documents and Settings\Patrick\My Documents\My Music\The Band\"

Ok, ripping with EAC is without problem, and encoding into flac via EAC is nice, but, when I try and play FLAC in foobar it gives a series of error windows for each track.  Here is an example:

"Unable to open item for playback (Object not found):
"C:\Documents and Settings\Patrick\My Documents\My Music\White Stripes Consolors of the lonely\Raconteurs - Consolors of the Lonely.cue" / index: 1"

I tried copying the flac exe of EAC into the component folder of foobar, but didn't see an exact match of file name.  Could someone please tell me what the name of the EAC flac component is and if I need to just copy and paste it into foobar component folder, do I need to copy the whole folder or just the FLAC program?  The extra step of EAC is tiresome, plus, not being able to play flac in foobar is frustrating. 

Ok, I've tried both copying and pasting folder and individual components of EAC flac plugins into foobar and no go, I've even tried copying and pasting the flac components of winamp into the foobar component folder and same thing.  I thought I read some where that foobar was flac compatible out of the box, and if not why not?  Any help resolving this would be wonderful, thank you.

Well, it involves opening a zip file and dragging and dropping flac.exe so I doubt you'll find a "guide".

This error box can be attributed to what I bolded. If you don't know how to properly use the command line parameters, then use the graphical interface, which is found with the [...] button in the Converter Setup window, after selecting "FLAC, level 5" from the drop down.

I tried that, why doesn't foobar ship with flac encoding already boxed up in the distro?  I've even uninstalled both completely, and reinstalled, and still no go. 
Is the flac component named "  in_flac.dll " ?

I would like to solve it, but, honestly I have so much other stress in my life I have to question the time expenditure.  anyway...
I have tried the graphical interface.  What was quoted was the result of using the graphical interface. 
When I say no go, I mean it still wouldn't rip an audio cd to flac, nor would it play a flac created with EAC.

Are you sure you were using FLAC Encoder 1.2.0 or newer as required by the GUI (as it states)?

I believe you are close and I think you are mixing issues. Flac convert troubles and file location troubles.
There is nothing wrong with using EAC inside or outside of Foobar, but since you are having troubles, I might suggest to follow the instructions from the first reply to you.

A simple placement of flac.exe into your foobar2000 directory should be all you need. You can then, within foobar:
select your files
right click
select convert ...etc. All should be well.

Your most recent issue is might be a media library refresh issue. At first you were converting to various title.flac files and in your last message it looks like you are wanting foobar to play a cue file. Are sure foobar knows of this file and it's location. A simple refresh of the media library may fix it for you.  Keep in mind that if you are changing file locations, files names...extensions outside of foobar, you need to refresh the media library for foobar to work as you want.

Yes, I am using the zip folder that the gentleman suggested, flac - 1.2.1
Are you sure you were using FLAC Encoder 1.2.0 or newer as required by the GUI (as it states)?

for fun, I just downloaded FLAC 1.1.4
tried to rip a CD and got the following error:

I think I am close to, here is that latest message, I put a regular audio cd in the drive, right clicked and  chose to convert to flac, for a second the long rectangular conversion progress box flashed up, then a larger rectangular box pops over it with this message.

Ok, yes there is a flac exe in the system 32 folder, the date modified on this file is 25, February 2005.  Is this the file that is messing me up?  What is my next step?

Update, I deleted the file from the system 32 folder then tried compression again, and it said it couldn't find the flac exe, and gave me the option to find the exe again, thankfully, so all I had to do is find the exe that was present in the folder and re-associate it with the exe.
