How can I join and decode mp3's from command line.

I trying to encode audiobooks that I have that are multiple chapters mp3s, into a single AAC file.  I know how to encode an AAC file, but how can I join and possibly decode the mp3's.  I am using linux, and want to do it from the command line.  Can I use mpg123 to do this?
