Try the AAC Audition plug-in from here (http://www.rarewares.org/aac-encoders.php). Works for my Audition 1.0, which is almost identical to Cool Edit Pro 2.1.

Yes, I’ve downloaded and inserted it into CoolEdit Pro 2 program files root folder, and it works!
For AAC/.m4a encoding experiments I used “dBpoweramp Music Converter” “m4a Nero (AAC)” tool. I played “.m4a” files in “VLC Player” and viewed in “SillanumSoft Visual Analyser”, but before, I couldn’t make CoolEdit Pro 2 decode (play) them. Now it works, with spectrum visualization (Frequency Analysis window) up to 48 kHz for “.m4a” files.
For “.wav” files created with 192 kHz sampling frequency, CoolEdit Pro 2 spectrum visualization goes up to 96 kHz.
