I've just bought a Meridian Explorer2 DAC and wanted to use Foobar2000 to play 24bit 192kHz files. I've never used Foobar2000 before and was wondering if I need to download anything else or make a configuration for it to support 24bit 192kHz files.
The Meridian Explorer2 DAC supports 192kHz natively and the manufacturer has their own ASIO driver to support 192kHz.

Sound quality wise they are the same. Depending on your system you may get some glitching so just choose which ever plugin works for you.
Make sure your sound card can handle 192khz and is set to output 24 bit/192khz, otherwise it'll either give you an error or you'll be missing all of the benefits of the better quality.
Surprisingly when I install my sound card drivers they default to 16 bit/48 khz and I have to turn them up manually.
You don't need to set the the output with the WASAPI plugin, it will automatically match the output to the input sample rate and bit depth. If you play a file that your DAC doesn't support then you will get an error.

I am using the ASIO plugin and if I have my card set to 16/48khz then playing anything above that gives me an error. I have to use the Sox Resampler to play back music above 24/192 because that is the maximum supported by my card. Not sure about WASAPI as I haven't tried it out yet.
