Do you mean 10% background CPU usage during playback from foobar2000 or from your entire system? You can also look at the CPU usage at a thread level for foobar2000.exe using Process Explorer.
I referred to the load of my entire system, two browsers open, a file browser open, and foobar2000 playing.
For foobar2000 alone, it's at ~7%, and with scrolling the playlist, it's at ~10%.

EDIT: Just made a comparison with UI_Columns v2.0. The system load and foobar2000's individual load is almost identical! Scrolling the playlist in UI_Columns v2.0 results  in a slightly higher total system load of ~15% with all the visuals playing smoothly, no halting.

EDIT2: I just noticed there is UI_Columns v2.1 available from your website, so I checked this one, too. It pretty much performs like v2. 0.

I made a playlist scroll test, starting at playlist item 1, holding down the arrow-down key, counting down 10 seconds. With UI_Columns v3.0, I got to playlist item 200, the scrolling feels slow compared to v2.0/v1.0. Same scrolling test with v2.1, I got to playlist item 300, and the scrolling feels very fluent.

EDIT: I just checked with the taskmanager. I have a CPU utilization of ~10%, with the playlist scrolling it goes up to ~13%. So, insufficient CPU power is not the issue here.
The main thread will only use a single virtual CPU core (as it's a single thread), so it will never reach 100%. Your CPU-Z screenshot shows your CPU having as 12 threads, so the main thread maxing out a virtual CPU core would correspond to around 8.33% of usage.

What about e.g. View/Visualizations/Oscilloscope?
Same effect, the processing of the oscilloscope is halted while scrolling the playlist.

Let me underline once more, when I replace UI_Columns v3.0.0 with v2.0.0 or v1.0.0 in the same foobar2000 setup, there are no such issues. With UI_Columns v2.0.0/v1.0.0, foobar2000 runs smoothly with the visualisations.

Probably higher CPU usage when doing that is blocking the main thread for you. What CPU do you have? What about e.g. View/Visualizations/Oscilloscope? I might be able to optimise it a bit which should help.
