Converting 24-Bit/96 Khz flac to Vorbis

I've been converting 24 bit 96 khz flac files to Vorbis at quality 7 (224 Kbps) and sample rate of 44100 hz. Just wondering what resampler vorbis uses by default. Does it has an built in resampler?

If you are using the official oggenc, it will be it's own. If you are using the most recent version of oggenc2, it uses the SoX resampling library.

Thank you for the reply. What's the difference between oggenc and oggenc2. I'm using the one that comes with Foobar2000 encoder pack.

Oggenc2 has some extra options available and it is the version provided in the foobar encoder pack. If you are converting using foobar, you are probably using one of the foobar resamplers, all of which are respectable.

oggenc from xiph and oggenc2 (rarewares and Foobar2000) have any difference in sound quality? Sound quality is my main concern here.

The best tuned version is, reputedly, the "aotuv-b6.03" one. Some of the earlier "aotuv" tunings were merged into the xiph oggenc, but I don't believe latest were. Regarding the non-aotuv-b6.03 versions, there will be no difference.
