I found that foobar's cue splitting doesn't comply with the Cuesheet standard.

Cuesheet uses frame to show time.
Due to ffmpeg's poor supporting on 32bit audio, I decided to write an script to convert audio.
Today, I try to write a script to split audio with cue file and I look the cuesheet standard to split audio more precisely.
And I found that foobar's cue spliting is based on time. It converts frame to time to split.
The size of the audio splited by my script with frame  is 88,548,140 bytes and the duration is 4:10.986.
The size of the audio splited by my script with time is 88,543,466 bytes and the duration is 4:10.973.
The size of the audio splited by foobar is 88,543,466 bytes and the duration is 4:10.973.

I thought it is a bug that should be fixed

Sorry, I miscalculate the num of frame. foobar is right.
