Best WAV to FLAC encoder software

Could you recommend best software (with GUI) in your opinion

I'm not so much of a GUI person, but

* Most advanced players - foobar2000 has a lot of users here - can do that. It might be forgiving about WAVE files with wrong headers, and that is a plus to some while others might object; but one good thing about it is that you can bit-compare afterwards and verify that they are indeed the same audio.
(Reference flac can do that too, but that is command-line.)

* But, if what you want is to convert a few .wav files every now and then without bothering much about fine-tuning: You can take flac.exe, and drag and drop .wav files onto it. Not much to open!

Flac encoding is included,  among others.
