MPEG 1 or 2 and Layer 1, 2 or 3?

I was researching the differences in MPEG 1 and MPEG 2 along with Layer 1, Layer 2, and Layer 3. 
  • General Knowledge Search - Are these simply upgrades or version changes due to various security issues or perceived glitches? 
  • Practical Knowledge Search - What are the ramifcations to playability and functionality?  What do these changes actaully change (metadata only or more)?

The purpose of the layers is to offer several quality-vs-complexity tradeoffs. The higher the layer number, the better the achievable quality, but the more computation is necessary.

Why didn't my MPEG search within the WIKI find this one.  Well hopefully, I will build a better vocabulary to perform better searches.
