How to use lame cmd-line with chinese characters

I read some threads that LAME is capable of handling files that have chinese characters. I installed the East Asian languages pack on XP, and tried to do a transcode with a file that contains such chinese characters, but it returns to me with a 'cannot find file.' Is there supposed to be a different way for me to do this? I have a software that lets me stream music from a computer I have sitting around, but it uses the LAME command-line utility, so if this cannot be done, I'll have to go and rename everything again...
