I don't know definitively, but given Peter's apparent attitude towards Winamp, I think it's safe to say that any development won't be by him!!

hm yes i know that he won't anymore but is he maybe willing to give the source to sb else for further development ?

It depends whether he still has the rights to the code or whether they now reside with Nullsoft.
