does anything exist?

Ive seen lots of scripts on how to do this but no GUIs/

I've had good experiences with SoundConverter: http://soundconverter.berlios.de/


EDIT:  forgot to mention, that if you're a Qt/KDE guy, there's an excellent KDE app (http://www.kde-apps.org/content/show.php?content=29024), though I can't testify as to its tag-transferring capabilities.  You'd have to test it.
