Foobar does not play a mp3 file

Foobar 0.9.4.2 do not play one album from my collection. The following message pops up.

Decoding failure at 0:00.000 (Unsupported format or corrupted file):
"C:\02.Myxomatosis (Crisian Vogel mix).mp3"

It's strange as the problem occurs only in foobar.  Mplayer & WMP play these files smoothly.
Foobar recognizes these files as MP1 CBR 96 kbps, while WMP & mplayer as MPEG Audio Layer-3 192Kbps
I uploaded a 26sec snippet to zshare server: 02.myxomatosis crisian vogel mix.mp3 - 0.61MB

...but unsuccessfully.

Media Player Classic does not play this file as well.

Your MP3 file appears to be corrupt. Please try another MP3 file.

I know there is something wrong with this file, but the question is, why it decodes in other players.
