I had a problem getting LAME working with Foobar for converting FLAC files to LAME mp3.  I finally figured out I had installed the 0.8.3 special version of Foobar with the default install options. 

When installing Foobar with the default install options it does not include the CLI encoder which is what is needed for LAME to work.

I was pulling out my hair until I just tried reinstalling and looked at the different options.

Just copy over the lame.exe file into your foobar2000 folder.  You can chose whichever lame version you want to use for doing this.  Then go to foobar's preferences and select diskwriter from the list on the left.  Choose a naming scheme for the output files and select what command line options you want to use with lame from the output presets dropdown list.

After configuring all of that stuff.  Right click on an audio file in your playlist and select convert -> Run conversion.
It's pretty simple to do.  Just mess around with it till you get what you want.
