Anyone know where I can find an EVRC codec?

I have a voice memo from my phone, .qcp, but it's using this EVRC codec, and for the life of me I can't find any way to play it on my computer.

Anyone know of any software to convert this?

I tried that, but the software said that the EVRC codec is a third party codec, and they would not include it in the Purevoice software for licensing reasons...

that's just it, they said it was a third part codec, and that their software would not support it for licensing reasons.

I am interested in getting a sample voice memo file that uses the EVRC codec. Can you send me one of your  EVRC encoded files?
