AFAIK there is no audio editor that can do this directly. So you'll have to convert an existing file to Matroska. You might use mkvmerge for that. I think you can do that for MP3, Vorbis, AAC, Realaudio, PCM, anything inside a WAV and a few others.

robux4 is not 100% correct, there is way to make an MKA file directly and this is on DirectShow using gabest's matroskamuxer filter, connected to any audio source filter. That way you can capture audio directly into a .MKA file, and if you are using a DirectShow encoder filter like Tobias Waldvogel's Ogg Vorbis encoder filter or jcsston's FLAC encoder filter ( soon to come ), you can even compress it on the fly.
