Is there any way I can stream Tidal through Foobar?  I have been told, and I also have the impression, that sound quality will be improved.

No.

First, it's not legal to write or use such a plugin.

Second, this will not improve the quality of the audio in anyway.

Third, I doubt Tidal would ever offer such a plugin.

It is quite easy by using some virtual cable application + foo_record
