If you rent a cheap VPS from either Amazon Web Services (AWS) Elastic Compute Cloud (EC2), or from DigitalOcean, you can pay for just the hours you use it, and delete the instance when you're done with it.

The objective is to create a Linux VPS within reasonable proximity of yourself for lowest latency, then you download the files into the VPS, then use Linux console tools to split them, then delete the originals from the cloud storage if necessary, and upload the replacements.

That will be the fastest way for you to do it. Anything else will similarly need to download the files to its own local storage to perform any edits on them, and will need to upload them again.

If you absolutely need a GUI, you could install an X2Go server on the VPS. Or, you could go for the added +100% per hour expense of starting with a Windows VPS, and installing the splitting software there. That should still be fairly cheap, so long as you only take a few hours to perform the installation, download, split, re-upload operation. We're talking in the order of $0.038 per hour of the t2.small instance, which is the smallest reasonable size you should go with for Windows Server 2012 R2. You will not be able to use DigitalOcean if you want to use the Windows VPS option, as they only support Linux and various BSDs.
