Can a Windows 8 Laptop act as a remote control

My music is stored on a Windows 7 netbook in Foobar, connected to my hi-fi
I have been using a Blackberry Playbook or my Android Phone as a Remote control using software from their Stores.

I would prefer to be able to use my Window8 touchscreen laptop as a remote control of the netbook. Is this possible?

(I managed to set up Remote Assistance from Win8 to the other device but it didn't seem very practical as a full solution.)

Why remote assistance instead of remote desktop? I never used the assistance way because afaik you need to actually be at your other pc and request/accept assistance. Remote desktop on the other hand acts the same as if you were sitting at your other pc. All you have to do is add yourself to the list of users allowed to log in. The list is in win+pause key -> advanced system settings -> remote tab.

I think the http_control plugin also provides some kind of web ui, but I'm not sure about it as I only used it in conjunction with foobar controller (android).
