Cloud media server with foobar

Hi guys,
I'm looking for advice to purge my music collection. Currently I copy music files from my home media server onto my work win7 laptop (small hdd), then i listen through the newly copied music and deleting the songs i don't like as i progress on the playlist.

Here is what i'm looking to achieve:

1) I want to access my media server from anywhere with an internet connection (Android phone and Windows7 laptop) and have the ability to stream the music and have the option to save it locally on the phone/remote win7. Kind of like having a private spotify.

2) I want to be able to browse, edit, move, delete the server music files from the remote foobar clients

eg. On my work win7 laptop, i open up explorer, i click on MEDIASERVER computer, browse the music files, and then drag those files onto my local foobar client. Then i can click play and delete the file which should send it to the server recycle bin.

It seems like Upnp would have been the solution except i cannot delete the remote music files from the local foobar client.
Can anyone offer advice and other solutions? I tried plex but that also can't remotely manage/delete music files, only the metadata. So i'm running out of ideas on how to tackle these basic functions.
