How do i set Volume up & down as my scroll wheel?

i really want to put my volume up set as scroll wheel up
same with my volume down, set to be scroll wheel down
but foobar does't let me do that, i tried doing it on Preference > Keyboard Shortcuts
but it does't let me add it or use the scroll wheel.

Also, is there a way to take this off:
http://prntscr.com/1z8twb
i don't think i will ever make another playlist, therefore i don't really need that little space telling me what playlist i am on.

it's fine if i can't do it, but i really want to be able to use my scroll wheel as my up and down volume controls,
mainly because all of the players that i've be used up until now have used the scroll wheel to change the volume

sorry for shitty english.......

Hold your mouse pointer over the Volume Control while scrolling. (You can also seek by scrolling while holding your mouse pointer over the Seekbar).  If that is unsatisfactory, you can use a program such as X-Mouse Button Control to set program-/window-specific actions for your mouse (although not it's really worth the fuss if only using a 3-button mouse).

As for removing Playlist Tabs, go to View > Layout > Enable layout editing mode. Right-click on those playlist tabs and select Replace UI Element.... In the dialog that opens, select Playlist View (or whatever playlist renderer/viewer you're using), click OK and then disable layout editing mode.

Is there a way to do it, without having my cursor over the volume control while scrolling?
like when i pop out the foobar program, it just inmidiately lower or make the volume louder if i were to use my scroll wheel?

kind of like: MPC-HC Player or KMPlayer

no reason to expect an app to do everything that would generally apply to the system level (especially as your example seems to apply when FB is a background app?)

try that program mjm716 linked to.

foobar won't support it because there are many uses for the wheel inside foobar panels like scrolling playlists, library viewers, the seekbar etc.
