Keyboard shortcuts I added do not work, unless they are global hotkeys

Issue 1:
I have tried to add
'CTRL+page up' for playback->Previous
'CTRL+page down' for playback->Next

They do not work.

Issue 2:
Setting them as global hotkey makes them work but while that is active you cannot change the Key in the preferences.
You have to uncheck global hotkey and press aplly before you can change they key.

Note:
I do not want to use 'Global hotkey' feature.

If you do not use global hotkey, the hotkey will ONLY work if the Foobar window is currently focused. When focus is lost to another program, the hotkey will stop working. This is intended behaviour... using cntrl right and cntrl left for skipping here and up and down for volume. Works fine.

tl;dr: just enable global hotkey.

About issue 2:
What i'm saying is that the global hotkey feature is interfering with changing the keyboard binding when global hotkey is on.
eg shortcut a: 'ctrl+page up' is used and global hotkey is on for that shortcut.

Now i want to change another shortcut to use 'ctrl+page up' instead. It doesn't work. The key edit box doesn't change to 'ctrl+page up'. foobar is catching it and eating up the keypress.

Many programs that use keyboard shortcuts do disable them when the preferences dialog is open just to prevent such interference while changing the keyboard shortcuts.

Issue 1:
The shortcuts just do not work nor do i want to use global hotkey feature to work around the bug.
I just want it to work inside foobar.

Try it yourself. They wont work.

I just tried them and they DO work when foobar is the active window. They worked globally for me as well.

As for your "Issue 2", that's easily remedied by changing the keyboard shortcut that has that binding before trying to assign it to another, clicking Apply, then reassigning the shortcut.
